Kottayam, Saturday, February 27, 2010: Justice K.G Balakrishnan has declared Kottayam district’s Moonnilevu panchayat as the first Litigation –controlled panchayat in India. The numbers of courts in India are very low and that is the main reason for the major increase in criminal other law cases, he added.

This was an ambitious project of Kerala State Legal Services Authority. The declaration was made at the function, which was held at St Paul’s High School, Moonnilavu at 11 am today.

Justice P.R.Raman, Acting Chief Justice of Kerala High Court, presided over the function, according to an announcement made by Kottayam District and Sessions Judge and Chairman, District Legal Services Authority, R.Jyothindranathan, and Kottayam Chief Judicial Magistrate and Secretary, District Legal Services Authority, Amir Ali.
