Thiruvananthapuram, Thursday, July 15, 2010: The Kerala State law minister M. Vijayakumar today informed the Assembly that the first phase of the Vizhinjam Container Transhipment Terminal project would be completed by 2011. M.Vijayakumar also said that the government would constitute a youth Welfare Commission on the lines of the Women’s Commission with statutory powers.

The manual of Keralaotsavam will be revised. A proposal for giving grace marks to the winners in Keralotsavam was being considered by the government. Steps have been taken for forming a Youth Welfare Department, Minister added.
